Holli Gibbs

Ms. Gibbs is the Senior Lobbyist at Stark Strategies, a government relations professional with extensive experience advancing policy across industries with complex regulatory and legislative considerations. She works closely with elected officials, legislative staff, and state agencies to help clients navigate policy challenges and achieve durable, consensus-driven outcomes. She has led high-impact advocacy efforts and major legislative initiatives requiring broad stakeholder coordination and has secured substantial funding within state programs where change is hard to win. Her approach is results-oriented, grounded in strategic planning, coalition building, and a deep understanding of the legislative process.

Previously, Ms. Gibbs worked with Freeman Mathis & Gray, LLP and served as senior staff in the Georgia General Assembly’s Speaker of the House office, including Director of Constituent Services and House Deputy Messenger. She represented the Speaker statewide, coordinated across agencies, and supported policy and event planning; later, as Director of the House Rural Development Council, she advanced rural economic and workforce initiatives across Georgia. Her bipartisan relationships and tenure under the Gold Dome provide firsthand insight into how policy is shaped and implemented.

About GACCP

The Georgia Association of Community Care Providers (GACCP) represents health care providers actively participating in Georgia Medicaid Waiver Programs such as ICWP, CCSP/SOURCE, NOW, and COMP Waivers.  The association provides networking and educational opportunities, exclusive benefits, and public policy representation with the Georgia Executive and Legislative Branches.
